I was considering these not for if he falls from a standing position like in
the way you're talking but more or less when he's playing around in a
sitting position.  Many a times I've stopped my son from hitting his head
from the inside of the tub because he's getting playful and just moves close
to the wall.  It's nothing that would really damage him but just hurt more
than anything.  The longer I think about it though the more I feel like it's
just one of those lessons they have to learn at some point when we can't
grab them quick enough.  I just want to make the transition into the big tub
as positive for Dawson as possible because he did so beautifully in his blow
up duck tub and the big tub has been a little scary for him because it's so
much bigger and different.  With each bath he's getting a lot more
comfortable and relaxed though so I think it's just one of those things that
takes a little time.  It's like potty training in a lot of ways and the last
thing you want is for the seat to pinch their little bottoms or for the
toilet seat to come down on your little guy's pecker because that would be a
major setback for sure.  I have a friend where the toilet seat coming down
on her son's peanus really happened when he was 3 years old and the poor
little boy didn't want anything to do with toilets for a while after that.
Thankfully now, they make little urinals that attach to your regular toilet
which can really help with that kind of thing if you want to teach the
urinal to your little boy.

If a child is going to hit his head, I don't think it would be on the inside
of the tub.  Imagining the way a fall would go, the head would be more
likely to hit a flat or protruding surface, like the flat edge of the tub,
or the wall, or the faucet.  So I'd question whether the bumpers would be
necessary, especially since you wouldn't want to leave a toddler in the tub
for even a few seconds by himself.  If the bumpers make you feel safer to
have, then by all means, get them.  But I would guess that a bath mat or a
towel to prevent falls would do just as well.  Sometimes I think the baby
industry really tries to see how much money they can get new parents to
spend.

On a similar subject, I got one of those inflatable faucet covers at my baby
shower from the church, and I found the silly thing downright useless. 
There was no way to secure it to the faucet, so it was always falling off,
or getting pulled off, and it spent more time in the water than it ever did
covering the spout.
