I only have one biological child, but I know a family where the 
four-year-old regressed a whole bunch, pretty much forgot about potty 
training, when her mama had triplets.  It does happen, and most parenting 
books or sites seem to say to just treat it very casually, maybe make the 
child help clean up or do the laundry, but not punish the behavior, and it 
will soon pass.  Also, maybe she could concentrate on letting her daughter 
know all the things a big girl can do that a baby can't.
