This seems to be a county by county thing.
The county we lived in when we had our daughter flat-out refused to help us. I was not pleased.

why don't you go to a highway patrol office and have your car seat
checked out. they do curtesy car seat safety checks, well, at least in
california they do. If this is not feasible, ask your hospital and
they may have someone on staff who can check your car seat or they can
recommend where to go.
