some people access the digest mode.
this means that they don't see a message exactly when it is posted.
thus, they might continue a discussion from a previous digest with no
knowledge that a moderator has deemed said subject off limits.
Maybe a bit of forethought can be taken instead of just assuming that
people want to flagrantly break the rules.
