I would find out what her voc rehab did to justify it and ask yours to do
it. If your worker says no, appeal it. The worse they can tell you is no.
Tell your worker that you are appealing because you hope to get a change and
not because you are unhappy with her. Keep it professional and friendly if
possible. Never take a no from someone who is not qualified to tell you yes.
That is a direct quote from a rehab counselor who encouraged me to make an
appeal several years ago and it worked out very well.

The center is providing what help they can, but this is a new situation. 
There has only been one other parent who has attended the center who has 
brought their child with them. That woman managed to get her voc rehab 
to pay for the childcare for her child.
