[blparent] Long overdue update and request for help?

Jennifer,
Thank you. I am looking into whether or not I am able to receive these 
services in Colorado. It gets complicated with the cross state issue and 
residency.
Thank you for the ideas. I have added them to my resource list and am 
hopefully making a bit of progress.
