Pippy, let me know if you have trouble with establishing residency. It may
be that you need to gather the info and then establish residency. Ask what
exactly establishes residency. Ask at some different places besides the
place you would be applying for services too. My first thought is to check
with the election board about the requirements for registering to vote. It
will be hard for an agency to say you are not a resident if you are a
registered voter.

Yes I am a single mom. I adopted Savannah as a single person, so there 
isn't a father in the picture.
I will look into resources like this as well. Thank you for the help.
