I read somewhere that babies with less and less lung development are being
saved, and sometimes it becomes necessary to knowingly crank up the oxygen
to levels that are dangerous to eyesight in order to have a chance at
preserving life.

Is the increase due to underdeveloped lungs? The technology to control
oxygen and monitor oxygen levels has improved.

babies are being saved now at smaller sizes and earlier gestational ages
than ever before.

I think it still happens because smaller and smaller premature babies are
able to be kept alive, but people have known about this for 50 or
60 years, so not quite sure what the study was about.
