If I had to do this myself, I would use a talking kitchen scale, at least until I got the feel of the timing or how heavy it should feel in my hands. Weigh the bottle with the formula before you begin, and then weigh again in a short while to see if it is an ounce less. 

This would also be an easy weigh to measure out 2 ounces, 4 ounces, etc. Just weigh the empty bottle, then tear the weight to make the scale hold that number, and then keep adding the liquid until it weighs the desired amount. We have 2 talking kitchen scales and use them often for pretty much everything where the amount matters. It is how I know I am using exactly half of the sour cream container, or exactly 2 tablespoons of a stick of butter, etc.
