Anybody know which states do not have equal rights, and what exactly those
lack of rights would be?

Yes it does, I think out of all 50 states I think blind people have equal
rights in about 35 of them. In Vermont and Arizona you could carry concealed
as long as you're not a prohibited possessor. Without a permit. They still
have permits, but those are for special use cases.
