You know, I'd get a double stroller and then use convertible carseats which
I'd stash under the stroller. 
I'd also make real sure that you went out mostly for you. At that age babies
don't really need to get out everyday, the outings are more for the mom
which is fine.

Hi. There is something called a wagon stroller or you can put two kids in
it. That is what I think I would consider looking into if I were in your
situation. The stroller is designed to be pulled behind you. I'm not sure
this solves your problem if you're needing access to a car. However if
you're going for walks are using public transportation it might be good
idea.
