Yep second Jo Elizabeth's comments plus:
A designated place to put shoes when they come off helps. They will
eventually learn to put them there. My three year old knows where her shoes
go, and she puts her socks in her shoes in case we need to put them on again
that day.
It is easier to teach them where their shoes go if you are in control of
when they come off.

My strategy, honestly, was to use shoes as little as possible until my baby
started walking.  She really didn't need them till then.  Now at six, she
still slips out of her shoes and socks every chance she gets.  It's nice
since she's old enough to be responsible for them.  But seriously, barefoot
is best, or footy jammies and rompers, while babies are young.  Their tiny
little feet don't need to be stuffed in shoes.  Even when they start to
walk, tight-fitting socks with rubber no-skidding bottoms are good.
