when my son Kevin (now 29) got his license and had a car. Good luck.

Thanks for your suggestions, Stargazer.  No, my ex-husband is not doing well
financially and gives very little financial support.  
I'm not even sure he still has a license.  He generally rides a bike or
takes the bus.  I have explained to each insurance company that I will have
the keys and that my son's driving will be limited, but they say that me
saying it doesn't prove that he won't have access to the car when it's
sitting in our driveway.  
I think this would be the same with any teen, though, even when they have
other sighted drivers.  I think many of them still drive more than my son
will.  I have also explained that there will be other drivers, but he is the
one living here and would be the primary driver in their books, so that had
no effect.  I'm calling as many insurance companies as I can to compare
rates.  
The difference in rates between companies is HUGE.  I'd heard that
Progressive was "friendlier" to teen drivers, but so far, Triple A has been
the most reasonable.  I spoke with someone at Triple A yesterday, and it
sounds like if I only get liability with no comprehensive or collision for
the car itself, I would pay about $236 with them.  This is much better, but
it means I would have to get an old, gas-guzzling car I didn't mind not
having coverage on, so I will still have to figure out how to budget for
extra repairs a car like this would probably entail.  
Still, it's a LOT better than the other rates and possibilities I've seen so
far.
