Oh! I should also add that this way of navigating with a cart may not be the
best if Toddler has the reach for items.  When navigating with a cart that
way, one doesn't know what those little arms are reaching for.  Usually,
though, if belted in, may be okay.  We used the frame pack more, because the
toddler sat higher up, could see more, and liked the closer body contact.

I myself, like to use a carrier. But when the toddler  get heavy this
becomes  difficult. I do not own one myself but I have heard of several car
seats that turn into strollers. I believe that there are several on the
market. I do not know how they would do being pulled backwards so that your
client could use her cane perhaps, she can go to a store and try them out.
