I feel that might be too complicated. How about:

 

I make up some bags with identified collections of bars, perhaps 20 inn a
bag. Members could take those bags on Saturday and we could the rest for
public sales.

regular basis, who live relatively near each other or have someway of
sharing the bars without being complicated for getting the bars to their tam
member.

It doesn't need to be in a competition environment, although it cold be if
members wanted to.
