There is no way to register online, in part because I am still in the process of learning to code such functions. The website tells you how to send a check to the NFBW post office box. Send a check for $50before September 20to PO Box 2516, Seattle WA98111. Make the check out to NFBW. 
Incidentally, I'm in Baltimore till Monday.
