At that time, passenger fares paid only about 18% of the cost to provide service.<o:p></o:p></span></p><p><span style='font-size:14.0pt;color:black'>To improve the recovery rate, C-TRAN implemented the largest fare increase in the agency’s history, bringing fares up to current market value. In response to public comments received during that increase, the C-TRAN Board adopted a policy in 2008 that asked for smaller annual fare increases that passengers could anticipate and plan for.
