<P style="BACKGROUND: white; LINE-HEIGHT: 20.4pt" data-mce-style="background: white; line-height: 20.4pt;"><SPAN lang=EN-GB style="FONT-SIZE: 16pt; FONT-FAMILY: Helvetica; COLOR: #333333" data-mce-style="font-size: 16pt; font-family: Helvetica; color: #333333;">In 2005, the C-TRAN Board of Directors established a policy goal to compare favorably with benchmark data from similar-sized transit agencies, including the rate of farebox recovery—the amount riders pay toward the total cost of operating the service. At that time, passenger fares paid only about 18% of the cost to provide service.</SPAN></P>

<P style="BACKGROUND: white; LINE-HEIGHT: 20.4pt" data-mce-style="background: white; line-height: 20.4pt;"><SPAN lang=EN-GB style="FONT-SIZE: 16pt; FONT-FAMILY: Helvetica; COLOR: #333333" data-mce-style="font-size: 16pt; font-family: Helvetica; color: #333333;">To improve the recovery rate, C-TRAN implemented the largest fare increase in the agency’s history, bringing fares up to current market value. In response to public comments received during that increase, the C-TRAN Board adopted a policy in 2008 that asked for smaller annual fare increases that passengers could anticipate and plan for. The smaller annual increases have addressed inflation, while achieving the agency’s farebox goals established in 2005.</SPAN></P>
