A portion of the money from those fees would go to the Secretary of State. The Secretary of State promises to use some of that money to prevent layoffs at the Washington Talking Book and Braille Library (WTBBL). The reason WTBBL will have to layoff some staff is because President Trump cut off the library\u2019s federal grant as of April 1.</div>
