It says in the body of the announcement that Access paratransit is included.
So there's your answer. 

FYI, here in Florida, the paratransit (called DART) announced March 15 or 16
that all rides were free till further notice.

Metro to suspend fare collection, adjust service starting 3/29/20

It is Metro's goal to continue providing essential public transportation
service while balancing service level needs and safety during COVID-19.
Effective Sunday, March 29, 2020, Metro will temporarily suspend all fare
collection until further notice on Metro buses and Access paratransit
vehicles to reduce contact between customers and operators during COVID-19.
We ask that you board and exit through the rear doors.

Also effective Sunday, March 29 until further notice, Metro will operate on

Additionally, here is what Metro is doing to safeguard our customers and
employees during COVID-19:

*	Conducting rigorous daily cleaning of all buses.
*	Applying a chlorinated, sanitizing disinfectant that kills the
coronavirus to all buses and surfaces inside buses and facilities, including
poles, barriers, grab rails and seats.
*	Using an electrostatic sprayer which promotes surface adhesion of
the disinfectant.
*	Providing hand sanitizing stations in all garages and offices for
use by operators and maintenance employees and administrative employees.
*	Conducting all meetings via teleconference and closing the
administrative offices lobby and sales office to walk-in customers. 
*	Practicing social distancing in all workplaces. 
*	Temporarily changing the "No facial coverings" policy to allow
surgical masks for operators and customers while on the bus. 

Here are some ways you can help prevent the spread of coronavirus:

*	Practice social distancing while waiting for or riding the bus.
*	Cover your cough or sneeze with a tissue, then throw the tissue in
the trash.
*	Avoid close contact with people who are sick.
*	Avoid touching your eyes, nose, and mouth.
*	Wash your hands often with soap and water for at least 20 seconds.
*	If soap and water are not readily available, use an alcohol-based
hand sanitizer with at least 60% alcohol.
*	Stay home when you are sick.
