Chapter, Meeting Minutes for August 2021

National Federation of the blind of Ohio

Cincinnati Chapter

Meeting Minutes for August 2021

1.	The August 2021 meeting of the National Federation of the Blind of
Ohio, Cincinnati Chapter was convened at approximately 2:05 P.M. at the home
of President Gloria Robinson. Today's meeting was conducted as a hybrid-with
several members attending via telephone conference and the rest in-person.
Attending in-person were: President Gloria Robinson, Christopher Sabine,
Emily Pennington, Marianne Denning, Lisa Hall, Tammy Smith, and Haley
Thurston. Taslim Dibba, Walter Mitchell, Chris Windham, and Tammy McRae
attended today's meeting by phone conference. Joan Sabine and Cassandra
Proud attended today's meeting in-person as guests of the Chapter, and
Akeelah Cade attended by telephone conference as a guest of the Chapter.

2.	Emily Pennington moved to approve the June minutes as emailed. Haley
Thurston seconded, and the motion passed.

3.	Emily Pennington gave this month's Treasurer's Report. Marianne
Denning moved to approve the Treasurer's Report as presented. Christopher
Sabine seconded, and the motion passed.

4.	Gloria Robinson requested that Chris Windham give a report from the
Transportation Committee. Chris expressed that he can no longer chair this
committee due to other commitments. Christopher Sabine expressed that he
attended a virtual public hearing on August 5 regarding service changes to a
number of Metro's routes. Two new crosstown routes serving areas surrounding
Cincinnati Public Schools will commence on August 15 as well as significant
changes to current routes to accommodate students using Metro to travel to
and from school. The changes came as a result of Cincinnati Public Schools
eliminating dedicated service to students in grades 7-12. Also-new service
to some Amberley Village locations not covered by Metro has begun as of the
end of August. Christopher agreed to provide the presentation from this
meeting to members upon request.

5.	Dave Perry gave a Fundraising Committee report. He indicated that
the Chapter is working on a fundraiser which will take place between now and
the National Federation of the Blind of Ohio annual convention in November.
The Chapter will sell tickets to win an Amazon Smart Air Fryer. The
committee will share further information on the fundraiser as soon as the
prize is released to the Chapter in the next few weeks.

6.	Marianne Denning gave a report from the Legislative Committee. She
expressed that it is "not too late" to register for this year's Columbus
Seminar, which is set to take place from September 19-21. This event will
consist of a Board of Directors meeting on September 19 followed by a job
seminar and a tour of the Ohio State Capitol on September 20. The event will
culminate with meetings with members of the Ohio General Assembly and Senate
regarding the Ohio Affiliate's two current legislative priorities: the Ohio
Parental Rights Bill and Accessible Prescription Medications Bill. The Ohio
Parental Rights Bill, Ohio House Bill 352 / Senate Bill 202, would prohibit
the Ohio Department of Job and Family Services from making a determination
concerning guardianship, custody, adoption, or visitation rights of a minor
child based solely on disability. This bill has been assigned to committees
in both the General Assembly and Senate and has a chance of being signed
into law during the current legislative session. The Affiliate's accessible
prescription medication legislation has not yet been introduced in either
the Ohio General Assembly or Senate. This bill would require all pharmacies
and health care providers to provide medication labels in alternative
formats for Blind patients. Marianne emphasized that financial assistance is
available for members to attend Columbus Seminar, and support will be
provided for members to complete the financial assistance form and attend
the event. Five members have expressed that they will attend the Columbus
Seminar and need transportation as of today's meeting. Marianne Denning
moved that the Chapter allocate $300 for the cost of a van and driver for
transportation to and from the event. Walter Mitchell made a friendly
amendment to Marianne Denning's motion to allocate additional funds from the
Chapter Treasury to cover all other necessary transportation costs. Dave
Perry seconded the motion, which carried without further discussion.

7.	President Gloria Robinson expressed her continued concern about
members' lack of participation in Chapter activities, particularly
fundraising. She expressed that she would like to see as many members
involved in Chapter activities and participating in State Convention as
possible. (The Ohio Affiliate Convention is currently scheduled for November
5-7 2021 at the Doubletree by Hilton Columbus - Worthington Hotel).
President Gloria Robinson indicated that she is seeking funding and
sponsorships to bring all Chapter members to the convention, and financial
assistance is available3 from the Ohio Affiliate. At the request of
President Gloria Robinson, Emily Pennington moved that the Chapter allocate
$75 for each Chapter member who has participated in at least four Chapter
meetings to attend the Ohio Affiliate Convention. Christopher Sabine
seconded, and the motion passed with no further discussion.

8.	Christopher Sabine moved that the Chapter continue holding all
meetings by telephone conference for the remainder of Calendar Year 2021.
Dave Perry Seconded. The motion carried after discussion with one dissent.

9.	President Gloria Robinson expressed that the National Federation of
the Blind of Ohio Community Service Division is making donations to Lutheran
Social Services Network of Hope, a shelter for those impacted by domestic
violence and their children in Columbus. She expressed that she is seeking
snacks and other items for children ages 3-5 to provide to the Community
Service Division to support this project. A notice regarding this project
was posted to the Ohio-Talk Listserv prior to today's meeting, and Marianne
Denning agreed to forward the notice to the Cinci-Talk Listserv.

10.	President Gloria Robinson expressed that she will be reaching out to
several members who are unable to access information from the Ohio Affiliate
and Cincinnati Chapter because they do not have a computer and assistive
technology necessary to access information from the Chapter and Affiliate.

11.	President Gloria Robinson expressed that she would like to have a
table at the National Federation of the Blind of Ohio Convention in
November. Items to sell were discussed.

12.	Christopher Sabine expressed that since this is the 75th Annual
Convention of the Ohio Affiliate, the convention banquet will be a black-tie
event. Attendees will be asked to dress as formally as possible.

13.	Christopher Sabine indicated that he is organizing the Affiliate
Convention's first Abilities Seminar, along with Ryan Sima, Secretary of the
National Federation of the Blind of Ohio, Cuyahoga County Chapter. The
Abilities Seminar will showcase the abilities of members of the Ohio
Affiliate in the workplace and daily life. Christopher also expressed that
he is working to have Gary Warren, Co-chair of the Fundraising Committee,
assigned as DJ for the post-banquet party at the Ohio Affiliate Convention.

14.	Marianne Denning expressed that the Education Committee of the Ohio
Affiliate is organizing activities for parents of Blind children during
Convention.

15.	Christopher Sabine indicated that the Affiliate is compiling
information on the accomplishments of each Chapter and division of the Ohio
Affiliate for the annual Gavel Awards presentation at the convention
banquet. In particular, Christopher has asked all members who have signed up
for NFB Newsline or the national Preauthorized Contribution (PAC) plan to
reach out to him directly, so he can compile an accurate count of the
membership signed up for both programs. Christopher agreed to post a notice
regarding the Gavel Awards to the Cinci-Talk listserv following today's
meeting. The Gavel Awards were established to recognize the contributions of
individual Federation members, chapters, and divisions to promoting and
exemplifying the philosophy of the National Federation of the Blind within
the organization and the broader community.

16.	The August 2021 meeting of the National Federation of the blind of
Ohio, Cincinnati Chapter was adjourned at approximately 3:05 P.M. on
Saturday August 28 2021. The next Chapter meeting will be held by telephone
conference on September 25 2021 at 1:30 P.M.

Respectfully Submitted,

Christopher Sabine

Secretary

National Federation of the Blind of Ohio

Cincinnati Chapter
