Are they allowed on the sidewalks? I think they use a motor?

Scooters, scooters everywhere, and are they in the way? That is the question for the sages of the ages. Seriously, I am asking if the scooters in and surrounding the downtown area a nuisance to blind people? The scooters are prevalent downtown and the neighborhoods, such as my neighborhood (Alamo Placida/Governor’s Park). The scooters were as numerous as June bugs before the City and County of Denver ordered their removal from our streets. The scooters are returning. So far, I have only ran across the scooters while in use by someone. I am unable to locate a scooter even if I use the app to find one.
The City and County of Denver states the scooters should not be placed in a location which impedes traffic. Also, the scooters should be located at transit stops. This issue created heated discussion last night at the RTD Committee meeting. My question for we the blind are the scooters themselves. Do we find them a hindrance to our travel? In what way do you find them a hindrance? Please respond to this message so we have your story pro or con.
