The Colorado Avalanche are the 2022 Stanley Cup Champions! RTD, the City and PCL are making preparations for the Colorado Avalanche championship celebration rally and parade, which begins on Thursday, June 30, at 10 a.m. at Union Station and continues southeast on 17th Street toward Broadway. The Free MallRide service and all 16th Street Mall Project work will be suspended during the parade.
Renovations to start between Lawrence and Arapahoe streets!


With Xcel's preconstruction utility work now complete, PCL will begin renovations between Lawrence and Arapahoe streets (Block 3) as soon as Tuesday, July 5. The existing fence will be slightly shifted and directional wayfinding signage will be added, but the main work zone for this first phase will still be in the center transitway with walkways and business access open at all times.

Work days and hours are anticipated to be Monday through Friday, 7 a.m. to 7 p.m. Weekend work will occur between 8 a.m. and 5 p.m. Material deliveries and staging may occur overnight. Work and schedules are weather-dependent and subject to change.

Here’s what you can expect during the first phase of activity, which will last approximately 13-14 months:  

  *   Work begins in the center transitway area;
  *   Pedestrian walkways and access to storefronts will be maintained on both sides of the Mall, but walkways will be narrower;
  *   10 feet will be maintained on the south side of the 16th Street Mall. On the north side, tree infrastructure construction will limit some areas to 5 feet;
  *   Fencing will surround the work site and have signs to direct people traveling on the Mall;
  *   Gates and flaggers will be on-site at intersections to direct drivers and pedestrians as needed; and
  *   All businesses will remain accessible.

Preconstruction Utility Work


Potholing Activities

  *   The 16th Street Mall Project will continue potholing activities to confirm decades of existing data about conditions on, around, and under the Mall.
  *   By potholing, which includes drilling holes into the pavement in multiple locations, the team will be able to confirm the location of existing underground utilities. By identifying existing utilities, such as water/sewer pipes and electrical conduit lines, the team will be able to reduce the chance of unexpectedly encountering one of these lines during construction.
  *   Activities will require occasional lane and sidewalk closures on the 16th Street Mall and on cross-streets between Market Street and Broadway. Signage will clearly identify how pedestrians and motorists can navigate any expected closures.

Blake to Larimer streets (Block 0-1)

  *   Blake Street is now open across the 16th Street Mall. The project team will return to complete work in this intersection this fall.
  *   Sanitary sewer upgrades will take place the week of June 27 between Blake and Larimer streets along the Mall. This will require short-term lane closures on Blake and Larimer streets.
  *   Storm sewer and water line work will take place as early as July 5 between Market and Larimer streets.

Arapahoe to Curtis streets (Blocks 4)

  *   Preconstruction utility work is underway in the center transitway and will extend to the northern side of the 16th Street Mall, requiring a sidewalk closure to access the underground utilities.
     *   This work will be sequenced to maintain access to Independence Plaza at all times. Approximately half of the north sidewalk will be closed at a time as the work progresses, and 16th Street Mall users will be directed to the south sidewalk or to business access points; and
     *   In the areas where the north sidewalk is open, this walkway will be narrowed to allow crews to complete the work and get equipment in and out safely. Please follow posted signage.
  *   Intermittent lane and crosswalk closures on Arapahoe and Curtis streets (including bike lanes) can be expected as this work will extend across the intersections.

Curtis to Champa streets (Block 5)

  *   No current activity on 16th Street Mall from Curtis to Champa streets.
  *   16th Street Mall and Curtis intersection: Preconstruction utility work for gas line relocation began Monday, June 20, at the intersection of Curtis Street and the 16th Street Mall requiring double-lane closures.
