It's illegal to deny you a car rental if you have a licensed driver with you. I know that Enterprise has a written policy that they can fairly easily access. I used to have trouble. But I haven't had trouble renting a car with a licensed driver in many years.

Hi Gary.
I've had the best luck with Enterprize so far overall, but no experience in Portland. What I have done in the past is to contact them via phone and set it up that way. They have what they call a "sarigot driver" option, which allows for this. I believe there are still details on their website, but I'm writing this in between subway stops in Manhattan, so don't have the time or signal to check for sure. I figured this may give you a lead though. Of course, you could just send her the money if she can handle the digital payment and then not even bother with the name difference. If no digital payment is an option, and there is time, maybe send a check that she can cash if she has a card herself.
