I just called the University and they confirmed when I said that to be considered for any position, you do not have to be a student.
The most important thing in applying for a position is to do the research in advance, so you know the positions that are available, you know the positions that you qualify for and why and that you can articulate all this to the person interviewing you.  If you project confidence in yourself, no matter what you feel inside, the interviewer will be put at ease and they will shortlist you or hopefully hire you. I was a music major at Oberlin College, and when I went to Washington DC I had no political connections, but when I did informational interviewing, I used my performance skills and hid my feelings of inadequacy and I became a legislative correspondent working for my Ohio senator, which in turn gave me a leg up when I applied for a position as a language analyst for the department of defense.  I held that position until I retired here to Colorado in 2020.  Long story short, you can do it!
