[Colorado-Talk] The Rideshare Bill Wends its Way

Greetings all -

An update is overdue for our rideshare bill - HB26-1043 - Transportation
Network Company Discriminatory Practices. We had a very successful hearing
on February 19 in the House Business Affairs and Labor Committee. The
testimony was compelling and the bill passed that first milestone
unanimously.

There is a $50,000 price tag attached to the work necessary by the Public
Utilities Commission (PUC) to carry out the regulation this bill requires.
So, HB26-1043 has to make two more stops before it goes to the House floor
for a vote. The first committee hearing was this afternoon in the House
Finance Committee. This hearing vote was solely on whether the finances
were justified.  That vote was 8 to 2 in favor  of moving the bill to the
next stop.

And that is in the Appropriations Committee. No testimony is allowed at
that committee. Its job is to put the $50,000 into the state budget. That
hearing is not scheduled yet, but if it passes there, the full House of
Representatives votes on it.

To finish the process, once the bill passes from the House, it has to go to
the Colorado Senate. Again, there will be a big hearing in front of a
Senate committee. Again, we'll need lots of compelling testimony. But
that's a ways off right now.

To end, I want to share what Rep. Bob Marshall of Hilands Ranch said.  He
was on  also the Business Affairs Committee and heard all of that
testimony. There were a couple of members today who wanted to discuss the
bill, and not the money. Rep. Marshall reminded them that the Finance
Committee's job was to discuss and vote on the funds in the fiscal note,
not to debate the bill. "If you had been there and heard all that testimony
and seen all those supporters, too, I'm sure this committee's vote would
come out unanimous as well."
