Hi peter,
 this is a good idea indeed.
 I think  finding  the people to partner with you would be the first  thing  to do.
 someone mentioned working  with the Jernigan institute  to see about the chances of this happening, and I think that if  a group of people came to the institute with the idea and the  willingness to see the idea through, they might be willing to support  it.

 i would say that   based upon the goals and direction of the group,  this probably  wouldn’t be a project the community service  group would take on however.
