He served as the first executive director of the New Mexico Commission for the Blind. His success in making its rehabilitation and employment programs the most successful in the country led to his appointment in 1994 by President Bill Clinton as commissioner of the Rehabilitation Services Administration (RSA) in the United States Department of Education. Following his service as RSA commissioner, he joined the faculty of the Interwork Institute at San Diego State University.
