<DIV class=MsoNoSpacing style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 11pt"><FONT face=Tahoma>There is a bill working its way through the state legislature which would remove BESB’s first right of refusal for vending facilities in the state parks that are maintained by the Department of Energy and Environmental Protections (DEEP). Currently, this involves three parks where blind people run vending facilities, but we certainly would like to preserve the right to have a vending facility in any state park or facility. This bill, H.R. 6654, is entitled “An Act Concerning Sportsmen Related Revisions to the General Statutes”. It mostly deals with establishing bear hunting in CT, but Sections 3 & 4 have been added into the bill. These sections concern our vending facilities. The authors of these sections intend to change the current state statute and offer these vending facilities to the highest bidder. BESB would still be able to bid on the facilities, but they would have to be the highest bidder for the blind operators to keep their facilities.<o:p></o:p></FONT></SPAN></DIV>

<DIV class=MsoNoSpacing style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 11pt"><FONT face=Tahoma>This bill was in the Environment Committee for a public hearing late last week and, yesterday, it was one of the bills that the committee considered in their meeting. During this meeting there was a vote to remove Sections 3 & 4 which failed by a 12 to 14 vote. (By the way, if Representative Mike DeMicco or Representative Mary Mushinsky are your state representatives, you might consider thanking them for offering and seconding the motion to delete those sections.) Ultimately, H.R. 6654 was passed favorably through the Environment Committee to the General Assembly.<o:p></o:p></FONT></SPAN></DIV>

<DIV class=MsoNoSpacing style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 11pt"><FONT face=Tahoma>Today, the 28<SUP>th</SUP>, this bill has been filed with the Legislative Commissioners’ Office; they check bills for constitutionality and consistency with other state statutes. Because this is a House bill, it’ll go to the House for action next. The House may decide to refer it to another committee for approval. Because this bill has to do with BESB, it is thought that it will be referred to the <A title="Human Services Committee" href="http://www.cga.ct.gov/asp/menu/MemberList.asp?comm_code=HS" target=_blank mce_href="http://www.cga.ct.gov/asp/menu/MemberList.asp?comm_code=HS">Human Services Committee</A>.<o:p></o:p></FONT></SPAN></DIV>

<DIV class=MsoNoSpacing style="MARGIN: 0in 0in 0pt"><SPAN style="FONT-SIZE: 11pt"><FONT face=Tahoma>We now have an opportunity to express our dissatisfaction about Sections 3 & 4 to our State Representatives, especially if they are on the Human Services Committee. The Randolph-Sheppard Act was extended to state facilities to help blind people find gainful employment. Our unemployment rate hovers around 70% and we need to safeguard such opportunities to be productively employed, taxpaying citizens of CT.<o:p></o:p></FONT></SPAN></DIV>
