I have talked with the FCC who will implement that law and they have told me there is already a complaint to this effect and they will act on my bill as soon as it becomes law. We have talked to several people in congress, namely Marsha Blackburn, and Lamar Alexander. Marsha's people are excited about this and Lamar's are a bit hesitant, but both agree a large petition from the blind community, and potential voters, would do wonders for moving the bill along.
