Immediately after I took the position of chairman of the SRC on October 1, I began the following initiatives:</span></div><div dir="ltr"><span style="font-size: inherit;">1 requested from the bureau a current roster of all SRC members, positions they hold or the reason for being on the council, and when their term expires.</span></div><div dir="ltr"><span style="font-size: inherit;">2 I requested that SRC members have the current bylaws and WIOA information and directives to watch the SRC that all SRC members receive the council bylaws and WIOA documents which both direct the SRC.</span></div><div dir="ltr"><span style="font-size: inherit;">3 I have formed and appointed members to a work group to investigate and report back to the council concerns with respect to the surveys being conducted of VR clients.</span></div><div dir="ltr"><span style="font-size: inherit;">4 I have form a committee to begin working on bureau specific social media presence, average and networking, and two make certain that AIRA is being offered to all of the 6500 clients on the blind registry of Connecticut. Currently, as of Friday, there were only 44 individuals signed up under the pilot program.</span></div><div dir="ltr"><span style="font-size: inherit;">5 my goal is to set up, before the end of this year, SRC work groups to look into peer mentoring opportunities, ways to improve technology training – such as group lessons, And how to facilitate a better environment a bureau-client relationships</span></div><div dir="ltr"><span style="font-size: inherit;">6 I have emphasized to the Council, acting Director, And the VR supervisor that the SRC must, and should, be more relevant to the VR program.</span></div><div dir="ltr"><span style="font-size: inherit;">7 i’ve already attended the pre-conference for the NSAVR, and was pleased to recognize that most presenters refer to a shift in providing VR services where it’s more about the client, not the process. I hope they carry this forward to Connecticut in collaboration with Director Jenkins when she assumes her position later this month.</span></div><div dir="ltr"><span style="font-size: inherit;"><br></span></div><div dir="ltr"><span style="font-size: inherit;">I tried to hit the ground running hard, leading by example, ensuring that the SRC is not simply a feel good group.</span></div><div dir="ltr"><span style="font-size: inherit;"><br></span></div><div dir="ltr"><span style="font-size: inherit;">8 With respect to the initial reason for this email which you responded to, the first week holding the Chair, I inquired why there were vacancies on the SRC for both the Department of Labor and the Workforce Innovation Board. as the VR is tasked with helping clients attain or maintain employment, or seek advancement and promotions, I found it ironic that those two seats were not filled on the Council. I asked that these positions be filled before the end of this year and I can report that applications could be presented to the governor soon for appointments. additionally, I will make sure that the topic of this initial email, the grants, it’s presented to the council during the next meeting which will be held on Wednesday December 21.</span></div><div dir="ltr"><span style="font-size: inherit;">9 I spoke with AIRA representative Marty Watts last week and will be working with him to extend the pilot program beyond March 2023. Reports Little engagement with the bureau and DOT since the retirement of Brian. he informed me that the bureau states three emails were sent about the service. I cannot confirm receiving these, nor have my VR counselor or rehab teacher mention this Service to me. It is important to note that there is much confusion about the usage of this service. Initially I believe everyone only believed it was with respect to transportation and travel with in Connecticut, but Marty explained that there are nearly 50 essential uses which would be covered under the free program. Hopefully we can increase the user ship and maintain a grant to cover the cost of the service. To this day, the pilot program will cost Connecticut $250,000. also regarding the pilot program, I found the survey questions and multiple choice answers not necessarily reflective of what a blind , or low vision, user would encounter or describe.</span></div><div dir="ltr"><span style="font-size: inherit;">Please feel free to share my comments above and I also know that I am eager to help with any concerns, questions, or suggestions which any client May have. I note that the announcement focuses on the Bureau of Rehabilitation Services, which serves persons with disabilities other than those that are blind (primarily), and has no mention of the bureau for education and services to the blind. Blind people are still impacted by the practice of being paid subminimum wages or the problematic implementation of phasing out these programs with no real competitive employment alternative, and it is likely to impact especially blind people with multiple disabilities and/or medical conditions that may limit typical job placements by BESB. BESB must be included. I’d suggest that we advocate to the State Rehabilitation Council that the blind not be overlooked; I am glad to see that at least as of earlier this evening the chairman of the SRC subscribes to and reads this list. Let’s ensure that the blind, especially those with multiple disabilities, don’t get overlooked in this program that seems so promising.</span></p><p class="MsoNormal"><span style="font-size: 11pt; font-family: Calibri, sans-serif; color: rgb(31, 73, 125);"> </span></p><p class="MsoNormal"><span style="font-size: 11pt; font-family: Calibri, sans-serif; color: rgb(31, 73, 125);">We’ll have a great opportunity to make this ask of Amy Porter on Saturday afternoon at our state convention. The remaining years of the grant will involve fully implementing this model and evaluating its effectiveness. Connecticut received the maximum grant award possible.</span></p><p style="line-height:18.0pt; max-width:100%"><span style="font-size:14.5pt; font-family:"-apple-system-font","serif"">Over the duration of the grant, the Department of Aging and Disability Services will reach out to a target population comprised of those who are currently working in subminimum wage employment, those who recently worked in it, and those who are considering working in it. The vast majority of this population is expected to include individuals with developmental and intellectual disabilities.
