I note that the announcement focuses on the Bureau of Rehabilitation Services, which serves persons with disabilities other than those that are blind (primarily), and has no mention of the bureau for education and services to the blind. Blind people are still impacted by the practice of being paid subminimum wages or the problematic implementation of phasing out these programs with no real competitive employment alternative, and it is likely to impact especially blind people with multiple disabilities and/or medical conditions that may limit typical job placements by BESB. BESB must be included. I’d suggest that we advocate to the State Rehabilitation Council that the blind not be overlooked; I am glad to see that at least as of earlier this evening the chairman of the SRC subscribes to and reads this list. Let’s ensure that the blind, especially those with multiple disabilities, don’t get overlooked in this program that seems so promising.</span></p><p class="MsoNormal"><span style="font-size:11.0pt; font-family:"Calibri","sans-serif"; color:#1F497D"> </span></p><p class="MsoNormal"><span style="font-size:11.0pt; font-family:"Calibri","sans-serif"; color:#1F497D">We’ll have a great opportunity to make this ask of Amy Porter on Saturday afternoon at our state convention. This is big news, and the Department of Aging and Disability Services should rightly be proud.</span></p><p class="MsoNormal"><span style="font-size:11.0pt; font-family:"Calibri","sans-serif"; color:#1F497D"> </span></p><p class="MsoNormal"><span style="font-size:11.0pt; font-family:"Calibri","sans-serif"; color:#1F497D">And let us remember that we in the National Federation of the Blind have a tremendous amount to offer in highlighting best practices for the implementation of this grant and its goals. Our leaders have worked on exactly this sort of work for at least two decades, and we should call upon the recognized expertise of Federation leaders such as Anil Lewis. We should call upon ADS to reach out to our experienced experts in this sort of work and play the greatest part that we can. The remaining years of the grant will involve fully implementing this model and evaluating its effectiveness. Connecticut received the maximum grant award possible.</span></p><p style="line-height:18.0pt; max-width:100%"><span style="font-size:14.5pt; font-family:"-apple-system-font","serif"">Over the duration of the grant, the Department of Aging and Disability Services will reach out to a target population comprised of those who are currently working in subminimum wage employment, those who recently worked in it, and those who are considering working in it. The vast majority of this population is expected to include individuals with developmental and intellectual disabilities. The Bureau of Rehabilitation Services is collaborating closely with the Connecticut Department of Developmental Services on this initiative.</span></p><p style="line-height:18.0pt; max-width:100%"><span style="font-size:14.5pt; font-family:"-apple-system-font","serif"">“This grant provides Connecticut with a significant resource allowing us to develop innovative career training opportunities for youths and adults with disabilities so they can secure good-paying jobs and obtain careers in competitive integrated employment,” <strong><span style="font-family:"-apple-system-font","serif"">Governor Lamont said</span></strong>. “This will align closely with our recently launched job skills training initiative <a href="https://portal.ct.gov/careerconnect"><span style="color:#416ED2">CareerConneCT</span></a>, launching in November, which is providing our state’s residents with reskilling and upskilling in many industry-focused areas and matching them to available job opportunities.
