Yup; the HeartRate app works pretty well scanning for the pulse in your finger.

Here is an app that is quite good and accessible. It can be customized with a person’s own personal information under the apps settings. I have not had luck getting it to scan using the front camera, but it works well using the rear camera and my finger.
It is a free one and it gives pulse/heart rate only at this time. The article is very interesting, describing how it works.
