Mike, thanks for these instructions but I have one correction. A two-finger
double tap will start music playing or the last program depending on the
media-playing app last used. To access the keyboard for labeling a button,
do a two-finger double tap and hold. You will hear three quick sort of
whistle toots and be presented with the input box to enter the text for your
label.
I was able to successfully label a button in the OneTouch Reveal app using
this method.

To label a button in an app using VoiceOver, put focus on the button you
wish to label. Then do a two finger double -tap. You are presented with a
keyboard to enter the desired label. After entering the name, hit the Done
button and the label is there. You may have to do this again if the app is
updated. You may need sighted assistance to figure out what the unlabeled
buttons are.
