Dear Mr. Zaun,

My name is Becky Young, and I am the president of the National Federation of the Blind Des Moines. I have only been in Iowa for 3 years. I have lived in Kansas Missouri and Oklahoma. The departments for the blind that I had dealings with are nothing like the Department for the Blind of Iowa. The reasoning is, that They have had something similar done that bill 123 division 13 is trying to do. I would like to see division 13 stricken from the bill. 

I am writing to you today to express my concern about division 13 in bill 123. I live in Urbandale, and you are the representative in my district. There are several of us who have concerns about division 13 that is a part of the bill 123. There were many of us there for the hearings at the sub committee. I was one of the people who spoke on one of those days. I agree that some of these agencies need to be consolidated, but some need a little more attention. The Iowa Department for the Blind is a well functioning agency. The students that go through the program are ready to go out in to the world, get a job, and function for the most part like you and others. We are different in the fact that we don’t have our sight, we travel with a white cane, or a guide dog. If this department is run by sighted people who know nothing about blindness, adults and students alike who need blindness training aren’t going to get what they need. 

  My husband Jeff Young and I are friends with Bob and Cindy Ray. There is another couple that live in this district as well. We were wondering if we might meet with you, either at one of our houses, or a restaurant. We would really like to have the opportunity to speak with you. I know that you are busy, but this is pretty important. If not, I strongly urge you to consider what I have mentioned in this email. This decision could be detrimental to the blind of Iowa.
