You could use a Telex 16x cassette copier as you suggested 
but  a 192khz sample rate would give pretty poor results, especially with NLS tapes.
Using a 8x copier the sound fidelity would be much better.
 
Alternatively a soundcard with double the sample rate would be fine with  16x copy speed.

Telex did make analog to digital conversion gear which dovetailed with their own range of cassette 
duplicators but the last time I enquired it was hard to obtain and quite expensive.
