Greg, good explanation. Remember too, Dewey aside, books can be listed under several categories in the system. Gulliver's Travels, by John Swift, for example, could be listed as fantasy, English Literature, Classics, and could, because of some of the scenes be listed as a book containing sexual material, obscenity, and (if you were not one of the round heads) disturbing literature. It should also be classified as satire, political commentary, and of course historical fiction. Some have treated it as travel, travel fiction, and science fiction.
Classification is an art, not a science, even though those who do it, and do it well, may have a degree in Library Science. The good thing is that if you can't find what you really want, the librarians know their system better than most of us care to. In the words of Spider Robinson,

Please folks this is a very hard thing to. The cataloguing of books is more art than science and is totally a matter of interpretation. The books dealing with cataloguing would take up many meters of shelf space. The Dewey Decimal System is, for example, described in four large volumes. The Library of Congress lists over 150 genre of books.
Picking the right one every time is a really difficult task. We librarians are only human after all and mistakes are going to happen.
If your find a book that you think has been misidentified you might want to look it up in the LOC catalogue and then contact the NLS.
