JOB SUMMARY:
The Library of Congress serves the Congress in fulfilling its duties
and preserves and promotes knowledge and creativity for the benefit
of the American people. It is the nation's oldest federal cultural
institution and the world's largest library, with more than 151
million items in its physical collections (including books,
manuscripts, prints, photos, film, video, and sound recordings) and
almost 20 million items online. Located primarily on Capitol Hill in
Washington, D.C., the Library is the home of the U.S. Copyright
Office, the Congressional Research Service (CRS), the Law Library of
Congress, and the National Library Service for the Blind and
Physically Handicapped.
The incumbent serves as Deputy Director and is responsible for
assisting in managing the National Library Service for the Blind and
Physically Handicapped (NLS/BPH) a Division which administers the
only nation-wide program which provides complete library service to
blind and physically handicapped persons of all ages in the United
States and its territories. NLS/BPH is responsible for selecting,
procuring and distributing suitable reading material and having it
produced in media (audio, braille, and large print) which can be read
by blind and physically handicapped persons. It conducts a program to
develop and produce equipment on which blind and physically
handicapped persons play specially recorded books, periodicals, and
other materials. It arranges for the distribution of such equipment
and provides for its maintenance. NLS/BPH also provides instruction
in braille transcribing and proofreading. It conducts a general
reference service on all matters pertaining to blindness.

Plans or Accomplishes Special Projects - Provide leadership,
oversight, and direction for the coordination of operations of
regional libraries throughout the United States, its territories and
possessions engaged in lending and distributing library materials
provided by the NLS/BPH.
Assists in planning the establishment of new libraries or agencies or
their relocation as needed.
Formulate short-and-long-range plans and recommendations optimizing
the use of personnel and funds.
Develops categories and levels of involvement, criteria, standards
and expected outcomes for the program.
Anticipates needs, requirements, problems, opportunities,
developments, and trends so new efforts can be planned and integrated
with existing programs and priorities.
Determines the probable overall effect of new policies or changes in
the program.
Determines milestone and targets for success and maintains a
continuous review of the program's status and accomplishment.
Coordinates implementation of the projects and partnerships with the
Library, Library Services , and other agencies.
Exercises Supervisory and/or Managerial Authorities - Performs
administrative and human resource management functions relative to
staff supervised.
Establishes guidelines and performance expectations for staff
members, which are clearly communicated through the formal employee
performance management system.
Observes workers' performance; demonstrates and conducts work
performance critiques.
Provides informal feedback and periodically evaluates employee performance.
Resolves informal complaints and grievances.
Develops work improvement plans,recommending personnel actions as necessary.
Provides advice and counsel to workers related to work and
administrative matters. Effects disciplinary measures as appropriate
to the authority delegated in this area. Reviews and approves or
disapproves leave requests. Ensures subordinates are trained and
fully comply with Library regulations.
Participates in overall planning of programs, supervises the work of
the program, and confers regularly with Section Heads of the program
and offers necessary guidance. Responsible for furthering the
objectives of equal employment opportunity (EEO) by taking positive

national origin, age, and disability. Specifically, incumbent
initiates nondiscriminatory practices and affirmative action for the

Provides direction for the development and operation of digital audio
and braille projects. Exercises initiative in identifying appropriate
approaches, industry contacts, and optimal affordable technology.
Confers regularly with the director to advance a coordinated network
approach to providing information to registered blind and physically
handicapped users. Works with related government and private sector
organizations to develop a synergistic program.
Makes recommendations to the Director on policy formulation and
program planning for research development, design, production,
testing, evaluation, procurement, initial distribution, inventory
control and logistical support of digitally recorded and braille
books and magazines, playback equipment and accessories.
Coordinates activities with the Administrative Council to assure
effectiveness of products delivered, analyze the operations of all
sections, determine assignments and regulate work flow, and ensure
smooth functioning of activities and programs.
Provides leadership, oversight and guidance to the Division's
electronic and mechanical design, development, quality control,
reliability, maintainability, and production activities. Establishes
production priorities, provides guidance on materials and equipment
procurement planning and preparation of procurement documentation
including specifications, evaluation criteria, schedules and
statements of work.
Maintains close liaison with electronic and manufacturing
consultants, designers, producers, and potential as well as existing
suppliers; oversees evaluation for prospective contractors and
proposals for supplies and services; oversees contract monitoring and
surveillance activities of quality assurance staff.
As directed, serves as Acting Director in the absence of the Director.
Manages Boards, Committees, Symposia, Conferences - Provides overall
leadership for major committees, conferences, and symposia and
initiates and conducts conferences of regional librarians, heads of
machine distributing agencies, and official of related organizations.
Develops broad themes and directs proceedings of high-level
conferences where work and decisions have a major impact on the
Library or important programs. Often identifies the need for such
conferences based on knowledge of the organization's programs and
operations as well as programs in related offices.
Directs work required to plan and organize. Integral in determining
how to use results of proceedings.
Manages Production of Publications - Plans, manages and directs the
ongoing production of various publications including reports,
promotional materials, fact sheets, catalogs, manuals, brochures,
published articles, circulars, and a Newsletter or other documents
relevant to program activities.
Approves publications, schedules, contents, deadlines, and production
requirements.
Coordinates Education Program - Coordinates an education program,
including planning, scheduling, and providing logistical support or
seminars, workshops, special events, etc.
Provides resources to support program development and works with
other education programs as needed.
Develops Library Collections - Advises regarding publishing trends
and the book market.
Assists with/develops programs to fill gaps and augment collections
to improve services by accepting responsibility for selection of
material through formal training, work experience, and/or avocational
interest. Provides guidance regarding appropriate format for new
titles to accommodate blind or physically handicapped.

employees when setting rates of pay, a new appointee who has had no
previous Federal service will generally be paid the minimum step of the grade.
