[Dtb-talk] ICEB UEB rulebooks in embossed Braille.

I know a lot of people would like a 40-cell format.  That is more involved 
because it is not just embossing but re-formatting.  Only a knowledgeable 
transcriber should do it, even though only a few examples are really 
format-dependent.
