No. Short-term, at least, this has little to do with the budget. A lot of
Library of Congress systems are down including the one that handles on-line
copyright registration applications. Over the past few years, there have
been several reports which stated that many Library of Congress computer
systems, among other things, should be modernized. However, few of those
reports of which I am aware indicated a viable mechanism for funding the
improvements. And here's where the budget might come into the mix. We're
eventually going to end up with another budget crisis wherein some will wish
to kick the financial can down the road while others think we should shut
the government down etc. We've been down this road before.
But for the present, BARD is just one of the NLS systems that isn't working.
