The whole library of congress had connectivity problems, and it was being worked on. Presumably things are back to normal by now.

Ivan,there was a problem earlier today.
Seems like it is fixed. When I logged in I had to complete the pledge after signing in. Then another message came up saying that the sight was moved and wait a few seconds to refresh the page. After doing this the site came up. Try it and let me know if this worked for you.
