This information doesn’t surprise me. There is an agreement between the United States and Canada to exempt all items designed for blind people from duties. It makes sense that tariffs would also be exempt. In Canada, it’s called rule 57. I don’t know the US reference.
If any of you are in a position to send access technology or other products for the blind across the border to Canada, write “exempt under rule 57“ on the label in order to avoid duty. If there is nothing on the package to note the exemption, duties will be charged.. A Canadian who pays for the shipment can recover the duty, but it’s a long and arduous bureaucratic process, so it’s much better to avoid duties being charged in the first place.
If a product is sent over the border using the US mail, the process is fairly straightforward. If a service such as UPS is being used, there are two choices. If the item is sent UPS Air it comes more quickly, and there are no extra charges when the product is delivered,but the cost is much higher. If the item is sent UPS ground, The person receiving the package must pay something called brokerage. That is a fee levied by the company that physically brings the products across the border. That charge cannot be recovered. So, given the difference in the time it takes to receive a product and the additional brokerage charges paid at the door, it is often more sensible to use UPS air than UPS ground.
