[Electronics-talk] cell phones

I'm looking to get into the world of cell phone use. I've never had one and so its overwhelming to look at all these phones with lots of letters and numbers  representing their build type. Can I buy a phone that is accessible without having to buy a screen reading package with it? My mom let me use her phone and it talks, but some of the menues it won't read, and the caller ID doesn't talk. Do I have an option to buy a phone fully equipt or do I have to buy a cell phone and screen reader separately?
 
Any help or suggestions to get me started would be appreciated.
