Which is "better" for the blind, a dedicated GPS unit, or an integrated package, such as one might need with the Nokia phone?

When you say "GPS for the blind" what do you mean?  There is Street 
Talk, as you discovered.  Humanware also has GPS for the Braille 
Note/Voice Note, a sophisticated unit called Trekker, a simplified 
unit called Breeze, there is the Sendero Group gps for some Smart 
phones, Wayfinder Access for some Symbian phones such as the N82 that 
the KNFB Reader runs on, and one other phone product whose name escapes me.

If you are looking for a one-piece unit you can buy for a few hundred 
bucks like sighted folk, the answer is no.
