[Electronics-talk] Cellphone Vocabulary

Does anyone know what is the correct term used when asking if a cellphone 
has the feature that allows the user to verbalize a text message?
I thought it was called speech-to-text.
I know someone that says he can do this with his phone.     He also said he 
has Talks.  Is this feature only available with software that has to be 
loaded onto a phone?  Thanks.
