And of course, he could measure the voltage drop across a resistor to get around this limitation.  I am not certain why he would be measuring amps as a housing 
inspector, though.  It is more likely that he would be measuring voltage, I would think.  I have not done this, but if he is chechking to be sure outlets have been wired 
properly with a good ground, it is possible that a regular tester with a light probe would be adequate.  I think we need more details, though.  What is being tested or 
inspected.  .  You could test to be sure an outlet is wired correctly with a talking meter, but it is cumbersome if you need to do a lot of this.  You really have to 
measure the voltage between the two prongs and the voltage between each prong and the ground pin.  I wonder what sort of device is currently being used.
