Can you recommend a scanner that reasonably accessible?

You can also tune into the local NOAA frequencies with a basic police
scanner. That is what I do. I also use the scanner to listen to other
things. It is quite interesting to hear what's going on in the surrounding
community by the chatter on the police radios.
