Your question, on the face of it seems like a good idea, and you 
might say why not.  I know there will be some off topic messages on 
every list.  However, where do you draw the line.

Without some purpose and guidance, and structure, a busy list can 
quickly get chaotic.  Then people leave etc.

Let me give you an analogy.  Say you want to buy fresh fruit, so you 
stop in at your local gas station and ask what fresh fruit is best 
this time of year.  He answers you, and you go away and get your 
fruit, but you also tell your neighbor  who stops in to ask about 
apples.  Pretty soon, there are so many people lined up, asking about 
fruit that you can't get gas there.

An exaggeration, maybe a little, but I am trying to make a 
point.  People should know where to go and what to expect when they 
subscribe to a list, and if we deviate to much we ultimately hurt the 
list and all its users.
