His point was this.

Because channels are nowadays most commonly switched from a cable or set top box, it's at this source that you need to locate and activate the SAP channel.  In the case of off air anttenas, however, channels either are changed from a set's  tunor directly or a set top box; but, in the case of the box, SAP channel is changed from the box.  IF channels are changed directly on the set, the set's menu structure is where you need to locate the SAP channel.  Usually, this will be found under settings/audio.  You most likely will find it under Spanish.  That's the most common designation for the SAP channel.  However, in the case of some providors, this will be different.  It may be audio A and audio B.
