The 21st Century Communications and Video Accessibility Act does cover
all interfaces to TV programming including remote control devices, set
top boxes, etc.  The formula for compliance is complicated, and
different aspects have different time windows for being phased in.

If you're talking about the Technology Bill of Rights for the Blind or
the Home Appliance Accessibility Act (HAAA,) which are both proposed
bills written by the NFB, they haven't yet been formally introduced in
Congress.  The Technology Bill of Rights was in Congress in the last
session (the 111th session,) but it got stuck in committee and never got
enough cosponsors to get to the floor of the House.  It hasn't been
introduced yet in the 112th session, and I haven't heard anything from
the NFB as to any progress made on this bill.  As to the HAAA, it hasn't
been introduced either, and is one of the legislative priorities at this
year's Washington Seminar.  I think we'll see a lot more about that bill
after the Seminar.  There is a bill that the ACB was advocating for
called the 21st Century Communication and Video Accessibility Act, which
was passed, but I think that law only covers audio description for TV
shows and other TV programming.  I don't think the Video Accessibility
Act covers the accessibility of cable boxes, but I'm not entirely sure
on that.

a few years ago there was some articles I think in the monitor 
but it may
have been from access world or could have been both.  It compared 
a few
models as to which were the easier ones to use.
